Norway 9.81
The EU democracy index only goes through 2024 so this would make sense as that's the US under Biden.
I strongly suspect when that comes out for 2025 the US score will be MUCH lower. Much, much lower.

Considering what the Chinese people go through with the Chinese government and the authoritarian nature of that government it is fairly weird to try and place the US and China anywhere on equal terms. I believe Apples to Apples was the term used.

It was measuring America as it was under Biden, which is radically different than it is now.

Many of us with more than 2 functioning brain cells realized it during Trump’s first campaign—many more came to this realization during the pandemic.
