I’m sorry you got fucked…but, damn man…you’ve been around long enough to know better than to use eBay. It’s a fckn scammer’s paradise.
It's better for buyers, totally. I stopped selling on Ebay long time ago. I have done really well on Ebay, buy a fair amount of stuff. I'm good at figuring out what's legit and what may not be and as stated, ebay backs the buyer. I've been refunded a bunch of times. When asked to return an item with a prepaid shipping label (that seems to be the way it is all the time when an item is not as represented), I do so. If asked what's wrong, I explain and include pictures when appropriate. Lots of times you can get perfectly good merchandise off ebay cheaper than other places. Many times that is not the case. Often Amazon or other retailers have the best price. Amazon now has a $35 minimum to get free shipping, and I almost never pay Amazon to ship anything to me.

I bought the CPU from ebay years ago. I have bought like 10 ES CPU's (Intel and AMD) from ebay. No matter what that document says, if you look at the quantity of ES chips that are advertised and sold by ebay, there is no way its an offense that will be prosecuted, and possibly not illegal. (not a lawyer)

If you complain loud enough, I imagine eBay will attract AMD's attention and AMD will demand the chips back.

For something like a full blown system I'd only sell locally for cash. Have the system in working order when the buyer shows up, so they can see it running, then you take cash, and give them the system.

I tend to always find a use for older systems though. I usually retire them as a server or something.

Update.... ANOTHER user emails me this "Hello, I have run into an unexpected problem. This board will see a USB thumb drive to load an OS or even run one, like unraid, but it will not see the 8 bay mediasonic drive enclosure. Any idea why?"

So it works fine, but most likely a driver problem makes one device not be recognized. So I try to reply, and ebay says "replies are not allowed on an email more than 90 days old". That was yesterday. So TODAY, he wants a return, reason "ordered my mistake" , but claims motherboard died after 24 hours use. Obviously a liar by his own email.

But this time, I deny the return, and its closed in minutes and the user changed his feedback to negative.

Another scammer. This time I think I won, as he would not be allowed to leave negative feedback if the return was open ???

The fact you are still selling stuff on ebay at this point is kind of mind blowing lol.

TBH I'm surprised the buyer from the sale 3 months back was still able to file for a return. It won't allow you to reply to an email/message from them, but they can still file for a return?

Another bass-ackwards aspect of Fleabay, apparently.

Actually it was not 3 months old. My account was marked for deletion. I figured that out after I wanted to make an offer on a 4090. BUYing is safe there. Selling is NOT.
