I want to upgrade to a new i5 2500k. Would I notice a speed difference in running windows applications? Or is it strictly for gaming? All I do is surf, and basic use. No video encoding or anything.

Nope, you probably will not 'feel' a difference in those tasks at all. Gaming of course, but not web surfing and the like.

Now if you don't game much and want your system to 'feel' fast and snappy, then ditch your hard drive in favor of an SSD drive.

Web browsers and apps will open at the click of a button. (games will also load much faster)

I think you will "feel" the snappyness for sure.

I sure felt it when my c2d was oced to 3ghz and when it was oced to 3.4ghz.

if you are happy with your gaming performance then I would just stick with your cpu. it wont make enough difference to be worth it outside of gaming. even for gaming it would not be noticeable in most games. of course it all depends on what you are playing. if you had anything faster than a gtx460 then I would would not hesitate but if you have to ask then just wait a bit longer.

It will be more responsive but not that dramatic of a change (most people never notice it)

Its relative to the resolution you use. 1920x1200 and above you wont notice much difference. 1280x1024 the difference will be significant.

Since C2D didn't have an IMC (Integrated memory controller), Core i3-5-7 CPUs might feel faster in windows but I would suggest you spend that $ for an SSD.

if its a game that he would notice a playable difference in then that difference would be felt at any resolution. in other words a game like GTA 4 or Ghostbusters would have a massive increase in playability no matter the resolution. the lower resolutions would only indicate how much of his cards potential was being wasted.
