Well I'm certainly not an art critic or anything. My limited experience comes from High School AP art and very limited Art History / Art Education courses in college, but I think the execution is poor. There's a "fine line" between being interestingly stylized showing flow / rhythm / emotion and looking sloppy. I think if the artist had taken it further into the stylized realm, then it would work better. The way it is now, it's hard to tell if imperfections like those were intentional or if they were mistakes.
I'm of the opinion that it looks like a mistake / poor execution rather than intentional design.
