3) People pay more attention to huge overclocks than lesser overclocks.
Probably a combination of #2 and #3.
I've had three E2140 chips. The one I have now can barely do 2.9-3.0GHz with some voltage, but one I had before was an easy 3.2GHz (didn't even test higher). Both tested on an IP35-E.
One claim, or five claims, or fifty claims of "successful" (that's also debatable) overclocks to X.XXGHz doesn't mean the next chip is "guaranteed" to hit that speed, even on the same supporting hardware.
