You could choose to divest yourself of said equipment, however, you will always be on the list, and will still have to pay the tax, FOREVER!

This is a response to pressure from a predominantly ignorant public who, as with basically all things, are hopeless slaves to the availability heuristic and don't understand risk.

All these drones we should be afraid of? We are more likely to have our house hit by somebody flying a private cessna from an airfield. General aviation of that nature is responsible for hundreds of deaths/year.

If Google asks you to jump, your responds as a politician, or government agency would be, how high? Well guess who sat on the panel to help get this law passed?
As well as, Sean Cassidy – Amazon Prime Air. Heck, let's have 2 Amazon rep's on the panel, Ben Gielow – Amazon Retail. So who else stands to win , or lose with this new law, and was sitting on the panel? John Perry – Management Association for Private Photogrammetric Surveyors.-- Thomas Head – Walmart,-- Parker Brugge – Best Buy, Sarah Wolf – National Business Aviation Association, --Gregory McNeal, Co-founder of AirMap. These are the people that have just helped pass a law that allows the government the ability to seize the home of some parents that did not register their kids toy plane. Carefully crafted, as a civil penalty, and not criminal, there is no judge, no trial, or jury of your peers. Only those with really deep pockets have any hope of redress.

Yup, and good thing those drone pilots don't need 20+ hours of FAA approved flight training time, examination, out of pocket expenses to the tune of $10k on average, and perpetual medical examination to become licensed. That $5 fee seems risk balanced to me.
