I HATE that way of speaking. I've known a few people from Pennsylvania who speak that way and think it's perfectly normal (my fiancee included). I've ridiculed it out of her ("I'm sorry, I don't understand what 'The dog needs walked' means, so I'll let him pee on your carpet."), but her family still does it.

"The lawn needs mowed."
"The car needs fixed."

I doubt its localized to PA, but everyone I've known who uses that abomination of speech is from there.
