Wonder what the response would be if he had just said:
4k rips: $15
1080p rips: $4
Mobile rips: $2
Same premise...less hate. It's not really much different than any other distribution service charging more for higher quality/less compressed content.
You'd be getting a different quality of product that way. (VHS, DVD, or Blu-Ray?)
If I have a 1080p copy of it, I can pay for it once, and play it on a device of my choosing.
This plan sounds like the dream of the music industry: Buy one copy of the song for your portable player, one for your computer, one for your laptop, and one for your car.
Or pay-per-listen.
Or pay-per-listen * volume level * speaker/headphone output rating = $$$$$
