Just click the top edge of it, and drag it down to the normal size. The size is changeable by click-dragging the border.

Right-click, Unlock, and then drag?

Try dragging the bar on the bottom-left up to the right of the Quick Launch icons.

Does disabling the Quick Launch bar fix it?

Make sure the taskbar is unlocked.

Well, I'm stumped. I'd have to sit in front of it and play with it.

You say you have 2 rows of tray icons. How many? Does using the option to hide unused ones help?

Try this:What happens is that the end "margin" of the QuickLaunch toolbar has
gotten so far over to the right that it is now down below. Unlock the
Taskbar and then "grab" the dotted line on the bottom bar and drag it
up to immediately to the right of the QuickLaunch icons. Now you've
successfully made the QuickLaunch toolbar shorter and can "grab" the
top bar of the Taskbar and "push" it down to the regular one-tier
height.
I got this from here

By God, I think you've got it!
That suggestion by Malke did it.
I cannot tell you how many times I tried to drag that bar and it would do nothing (even this morning) and all of a sudden it moved.
Thanks guys, this is most appreciated. Sorry to take up your time.
Have a great day.
