Seriously...here's my idea:

We take the homeless, and pay them a real wage to build houses, thereby decreasing homelessness and unemployment. Those people who HAVE homes, but are unemployed, we kick out of their houses, making them homeless. We stick homeless people in their newly vacated houses, so now we've decreased homelessness even more. The new guy, who is now homeless will just build a house and not be homeless any more! And we've gained something because if we remember, that guy wasn't employed, and now he has a job: building a house for himself!
