I found this out the hard way.
The only way you can do anything to the dog is if its in self defense.
Get a camera and when the dog is on your property doing the things listed take pics. Then call the local animal control and provide them with the pics and file a complaint.
That is what the animal control told me to do.
They will contact the owner, first with a warning.
Then if the dog does it again they will fine them for every time the dog enters your yard.
Take pics each time.
My neighbor wised up after the second fine of 150.00
