duck and cover won't help you if you are in the epicenter of a nuclear blast, or within a few miles of it. If you are on the outskirts of it or father out though, it may save your life by shielding your eyes from the blast, then protecting you from flying debris. Not to mention it provides a sense of security and safety to those in an area where a nuke is about to go off, since there isn't anything they can do about it.
also, my city and surrounding area doesn't have air raid sirens, but we do have an emergency broadcast system that takes over the TV and radio. Not exactly comforting, considering I am sandwiched between a nuclear plant, hanford, and a chemical weapons storage facility, umatilla.
