Depends if you can find cheap mobo. I5 ivybridge is cheap second hand and ddr3 ram is way cheaper than ddr4 second hand. But its alot harder to find mobos. Most secondhand seem to be coming from china now.

I don't know if I would bother building a Ivy Bridge system in late 2017 unless I gotten the board, CPU, and memory fairly cheap, for free, or already had them. I would also feel really strange putting a rig together with main components that's 5 y/o.

i managed to find a board for $35. I5 3570s for 60, and 16gb of ddr3 for 60. Money we saved, put that into a pulled 256gb ssd, those cheap hgst 3tb hdd on eBay, and a used rx 560. It replaced a prebuilt 8310 with r260 (he gave that rig to his kid.) My friend was happy. But its hard to find cheap 1155 boards.

Apart from newer I/O standards on recent motherboards, what is so bad about building a budget PC with 2nd hand parts? (assuming they are in good condition of course, watch out for buldging caps on motherboads etc)

You get far greater value for money with used "obsolete" hardware, my i7 2600/16GB RAM/GTX 1050 SFF PC that I got for under $200 recently would compete well with a modern i3 8100 based system that would cost over twice as much.

For under $200 for a complete system, that isn't bad at all. I'm talking about buying the old parts NIB and building a system using them. That is totally different.

I help friends build rigs and in the past few weeks, I have had 5 buddies wanting new machines before Christmas. I have already started putting builds together using the i3 8350k. The 8th Gen I3 will be the value choice for most gamers\overclocckers with the 8600 going towards more future proof machines. I have not seen this much enthusiasm towards a new cpu since the i7 920 / i5 2500. 5ghz seems like the default overclock with these bad ass chips.
