I am naturalized US citizen from Russia. So I have a Russian birth certificate. I have black hair and could be taken for a Turk for example, because I am caucasian. So YMMV if you are more anglo looking.
I have traveled to TJ a few times. Before 9/11 I could get back in with my ID, no problem. After 9/11, I showed my ID, and the guy began questioning me like when I came here, got my citizenship, green card, etc and so on. Then I showed my passport and he let me through immediately. So if you want to save yourself the headache, take your passport. In theory you don't need it, but in practice you should take it.
