1) Some P2P apps use port 80 for some functions so they give you the option. The official advice is to block HTTP and add any IP's you need to access to a permanent allow list.
2) You can add the IP (or range) to the permanent allow list. Right-click on the address in the block window and click "Allow x.x.x.x permanently" or create a new list via the List Manager.
3) Depends what you're doing (e.g. Steam) or downloading at the time, you will get random connections even after you've closed your P2P application. Limelight Networks is used for Steam.
4) The government list was discontinued as the IP's were merged with the P2P list. You can deselect the list.
5) Valve and Limelight Network IP's are blocked by default. I usually switch off PG2 when I want to use Steam cos it's easier than trying to allow all the addresses/ranges it can attempt to connect and update with.
