No I dont think so. I dont have any experience with the Alpha PAL 8045 though, so you should seek another opinion on what I am about to say.
You are OK to just put a HSF onto a chip, however it is always nice to clean up the base of the HSF first - surgical spirit is good for this (there are others, basically alcohol (ethanol))
By no means do you have to lap a heatsink before you use it, i mean have a look at the retail HSFs that come with chips - do they look shiny as if they have been lapped to you? 🙂 Therefore if the stock sink does it's job, then you'll be fine without lapping the sink. Of course, no one is stopping you 😀
Personally, I wouldnt bother, just clean up all the old thermal pad / paste before you install the new HSF. - What are you going to use in that dept. btw? Thermal paste? a pad? Arctic silver?
