I want a system that is close to cutting edge but not overkill, good value is key, but so is performance.

MOBO:
EPOX EP-8K3A VIA KT333 CHIPSET AMD SOCKET A 200/266MHz FSB 6PCI/1AGP/3DIMM 2CH AUDIO ATX MOTHERBOARD
Jumperless, superb BIOS.

CPU:
AMD ATHLON XP 2000+

Heatsink:
http://www.maxcooler.com/therslcpucoo.html
ThermalRight cpu SLK-800
King of fans.

RAM:
MICRON / SPECTEK 512MB PC2700 64MX64 16-chip DDR 184PIN (W/Heatsink)
What is with these RAM prices, gone up $15 in a week :( . Should I wait it out a little?

CPU fan:
http://www.newegg.com/app/viewproduct.asp?description=35-180-004
Panasonic Panaflo Axial Fan 80x80x25.5mm, Ball Bearing, DC 12V, 2.08W, 2950 RPM, 39.6 CFM, 32.0 dB-A
Will use the same for front and back of case.
(keeping pc around 40db = library)

HDD:
Samsung 80.0GB EIDE Ultra DMA 100 7200RPM, SP8004H

PSU:
Enermax 450W (Peak 465W) 2 Fan ATX Power Supply EG465P-VE FCA Whisper Fan Control Adjustable (Retail Box) EG465P-VE FCA

Monitor:
Sony CPD-G520 21" CRT

PCI cards:
-GAINWARD CARDEXPERT GEFORCE4 TI4200 128MB DDR W/TV - ULTRA/650TV GOLDEN SAMPLE
-Firewire pci card

Cables:
Rounded ide cable and floppy cable

Misc:
-Fan grills and screws.
-Artic Silver 3 (3 grams).

Case:
Chieftec DX-01SLD Aluminum
The review: http://www.soundcardcentral.com/reviews/misc/dragon/page1.htm
The step by step feature guide, very user friendly case: http://www.chieftec.com/products/Workcolor/ColorDX.htm
I know it's not Lian Li, but I was happy with what I saw on this site.

About $950 for PC, and $705 for the monitor. The only things I plan on adding in the future is more ram, different cpu and eventually video card.

Need not worry about LAN, DVD, floppy, mouse, keybd or CD-RW.

What about:
1) HDD cooler/fan
2) Monitor cooler
3) Side, top and PCI card fans
4) Nonconductive shim for CPU
5) Anything else?

1) hd cooler unless scsi or raid
2)DO NOT GET A MONITOR COOLER if they needed one the manufacturer would install sumthing
3)not neccessary

save yourself 5 bucks and forget the shim, just spend an extra few minutes when installing the hsf and you'll be fine :D

Couple suggestions:

If you're willing to overclock, get a P4 1.6A and an EPoX 4G4A instead of the XP 2000+ (also, get Corsair XMS PC2700 or faster RAM).
Get a WD Caviar "Second Edition" HD 8MB Cache 7200 RPM, its near as fast as a SCSI.

Yeah, I know. Thats what you get for spending all day on the web, and on the phone fighting with creditcard providers, while putting together a post in an orderly fashion.

Braindrain :S

Thanks for your replies, I'll have to check out the WD hdd.
