Discovery and TLC HD are available on Dish, among other providers.
Discovery HD Theater and Discovery HD are NOT the same. Discovery HD is an HD simulcast of the Discovery Channel. It does include native HD epsiodes of some of the programs you mentioned.

You didnt mention that "Discovery HD is an HD simulcast of the Discovery Channel.". I have comcast and that channel isnt available. That is why I was asking.
I seriously need to look into dish.... Anyone live in the Northwest (ie cloudy most of the winter) and get good reception?
I did say that those programs were available on Discovery HD, which is not the same as Discovery HD Theater. I realize I didn't elaborate, thus the wink. Cut me some slack
Also realize that HD simulcast doesn't neccesarily mean that the program was shot in HD. If they show older programming it may not be sourced in HD, though Discovery has been preparing for HD for awhile. That said, the inevitable older 4:3 SD material will likely be zoomed/cropped (not stretched) to better fit a widescreen ratio.
As far as switching to Dish, I think you'd be relatively happy. Dish has been great lately about adding HD (between August and September we're seeing 10-15 new channels). Their current generation of equipment is pretty solid as well - I think their HD DVR is a great implementation with some nice features. I can't imagine you'd have issues due to cloud cover. I've only ever had issues during the strongest rainfall/storms and rarely else. I'm not in the NW though, though we do have fairly cloudy winters in MN.
That said, I have heard a rumor about Comcast adding several HD channels around October. How true that might be and what channels is just speculation, though.
