You got it the wrong way round.
He's saying that calling someone American is more vauge than calling someone Texan.
Same as saying someone is from the UK is more vague than calling someone English.
People from England refer to themselves as English, same as people from Scotland call themeselves Scotish.
I've never heard an english person say they're from the UK. They say they're from England.
Same with scots and welsh. That hate the english, so they like to make it know that they're not english.
A scot would never say they're british. They'd say they were scotish.

Fixed. I meant that calling someone "American" absolutely can be more vague than calling them "North American." He was talking about American vs. North American, so it's obvious what I meant. I just quoted the wrong part.
