Check your facts- it's not currently illegal anywhere in the US, however some states require you to get a permit:

Did you even bother to read your link?

While most states don't appropriate water all the way back to the source the way that Colorado does, rainwater capture raises thorny legal issues all over the country, says David Aiken, a water law expert at the University of Nebraska-Lincoln's Water Center. Many cities have begun the delicate dance of encouraging residents to conserve water by catching rain without flagrantly violating their own laws--and, in some cases, they've changed the law to accommodate homeowners.

The page you yourself linked to doesn't say what you paraphrased above.

Detroiters voted for Obama because he'd pay for their gas and mortgage, but they forgot the water part.

The link was to provide additional info, not to back up what I was saying. The article is several years old and is not relevant to what the laws are today.

Thank god you provided that then.

I have no idea why you are being so bitter towards me. I thought you would be happy to hear that the laws have changed. It's not illegal like you stated earlier and the article gives insight on the reasoning behind the laws you were complaining about.

This happens in every town and city in all 50 states. It costs money to lay pipe and to purify water, and to dig wells. Take a shove and see how far down you have to dig to reach water!

On a side note, the Mississippi River is reaching flood stage when I drove over the Alton, IL suspension bridge this morning.

Cable-stayed bridge. :)
