The DOD was never the Department of War. The War Department was basically the US Army, and the Navy was a separate department. Reorganizing after WW2 moved both functions under the DOD.

Separately, how things are named relates to what we want them to do. The "Donald the Dove, Hillary the Hawk" headline for Maureen Dowd's article is always going to live forever in clowny infamy.
