Not a bad deal. This is how a free market economy works. If you want more, you pay more.
Most folks look at dental insurance like they do home insurance...what ever is the least expensive is what is good for me because I'll never have to use it.
But in OP's scenario, he actually had to use it. And by cheaping out on insurance he had to pay more. If you read closely on insurance policies there are specific terms. If those terms are not agreeable then you are free to reject and find a better product.
I never skimp on insurance of any kind BTW. That's what it is....Insurance.
