I'm not certain about the Mini 10v, but many netbooks do have a fan, its just small and weak. The netbook hardware doesn't really give off a lot of heat.
The Mini 10v and Mini 10 do not have upgradeable RAM, as I recall?

The mini 10v is upgradeable, its just a pain in the ass. I had to take the entire laptop apart to do it. The RAM is on the underside of the motherboard, so you have to take off the screen, keyboard, top cover, and the motherboard out of the base. It was about 40 min of work for something that should have taken 30 seconds.
