First big question is do you want to sell directly to the public or do you want to sell wholesale? Sounds like you're starting up selling direct. Fine. What do the shirts sell for? How much do you spend making them, how much do you want to keep as profit, what do you think you'll spend for marketing and fulfillment? (That's billing, packaging, shipping, etc)
You can make a LOT of money at flea markets. Low overhead, immediate feedback and if you listen carefully you'll get a lot of ideas for new, even more profitable T-shirts. Also anywhere people gather: sports events, music, whatever. Wear it and carry a bunch, like the dudes at Yankee stadium. Learn to run (or lie) if the cops come by.
There's a big march, oops, rally at the UN on Saturday, bet you can sell a bunch.
Now, PR: that's what you want - you really can't afford advertising yet, unless you have a rich relative. Try and get your picture taken by a news group at that rally, and ask how you can get a copy of the picture. Yeah, I know it's supposed to snow, but wear thermal underwear under that T and look for the news/photo dudes. Then, get a copy of that picture, make cheap copies, and take ANOTHER picture that has the T-shirt extremely readable and add a press release, and send it to every local & college paper out there. You need an angle. It can be anything from "local kids start t-shirt business" to "Bush is invading Iraq and all I got was this lousy T-shirt" to "blonds look better in t-shirts" ANYTHING at all, but be sure that your e-mail address is in the opening sentence of the press release.
Somebody out there will print it. Good luck.
You should get to the library and read (memorize) the Guerilla Marketing books.
