I was going to guess that maybe it wasn't set as primary/slave correctly, but it seems you checked that. What brand HD? Could just be Dell. 🙂
 
Go to Control Panel
Open Administrative Tools
Open Computer Management
Go to Storage
Next, Disk Management

Your can now format addon Harddrive.
The rest is history.
