I wonder how long before Steam cancels the order ?
I know in the past there was another place selling games for cheap, and Steam put the kabosh on that deal since it was region locked.

If I buy the game and put it on a storage drive to play later does the game expire or anything weird required that I have to do to play it? Like set up a account somewhere, etc? (Current video card is a 8800gt so it probably wont play it now.)

No it doesn't expire. Create an account at Gamersgate, verify your email, then you can purchase, it ends at 3AM EST or 12AM PST. My 9600GT will play it at Normal settings 1920x1080, so should be similar to 8800GT.

Gamersgate is a legit site, like Direct2Drive and Impulse, it's not some shady russian site selling import codes. You don't have to worry.
