Cyclists - how windy is too windy?

Mostly wondering if I'm a big wuss. Thinking safety more than difficulty. I usually ride solo as well.

I don't like going out if gusts are more than 35-40 km/h. A steady head-wind isn't so bad - it's the gusting that freaks me out and keeps me on the indoor trainer those days.
