UNITED STATES POSTAL INSPECTION SERVICE
PORTLAND, ME

615-1364989 FB-1

December 6, 2002

Dear Sir/Madam,

The Maine Attorney General has referred a number of complaints concerning a Maine based internet company called Cyberwings to our office.
The complaints allege that Cyberwings offered web hosting services and after being paid failed to supply the contracted service as promised. At the present time we are conducting an investigation to see if Cyberwings may have violated the Mail Fraud and/or Wire Fraud Statutes. Your e-mail address appears on correspondence forwarded to our office by the Attorney General.

In order to assist us in our inquiry, would you be so kind as to complete the survey which is attached to this e-mail and return it to me at kjstack@uspis.gov. If you have e-mail from Cyberwings, could you please copy it and send it to me at either the e-mail address or at P. O. Box 1907, Portland, ME 04104-1907. If you paid by check, please send me a copy of the check.

The fact that this letter is being sent or that an inquiry is being made in no way reflects on the character or reputation of any individual or business, nor should it be construed as an expression of opinion on the part of the U.S. Postal inspection Service or any other law enforcement agency that any violation of law has occurred.

Thank you for your assistance in this matter.

K. J. Stack
Postal Inspector

I'm out $29.50, was too lazy to request a refund from Paypal (I should have paid using my CitiBank VISA but I was a fool).

Damn.... I must say, you guys should think twice before jumping on the bandwagon with fly by the night businesses. I have no sympathy for all those fools that defended the head of Cyberwings in all those threads.... Don't they feel dumb now

A quick question. What does US postal inspection service do?
Is it true that they only deal with issues that are related to US postal service?
In other words, if I paid by paypal or credit card, they are not able to do anything with it?

Thanks.

You are right

I remember exchanging PM's with another AT'er who caught a lot of flack for raising suspicions that CyberWings may be a bad deal and will go under at anytime. I'm not sure if AT'er was you or not (my archived PM's are at home and I'm at work right now), if it was you then I'd say a few hundred AT'ers owe you a huge apology ...

I was out $95 in total. Had filed a complaint to Paypal, but didn't hear anything back since then.

I was one of those that got yelled at when I said CW might be a scam. Now I am seeing similar signs with Dixie, too many sales in a short period of time. I don't have any experience with Dixie but certainly hope it doesn't end up being another CW.

The U.S. Postal Inspection Service is the law enforcement branch of the U.S. Postal Service, empowered by federal laws and regulations to investigate and enforce over 200 federal statutes related to crimes against the U.S. Mail, the Postal Service and its employees. Postal Inspectors investigate any crime in which the U.S. Mail is used to further a scheme, whether it originated in the mail, by telephone or on the Internet. The use of the U.S. Mail is what makes it a mail fraud issue.

If evidence of a postal-related violation exists, Postal Inspectors may seek prosecutive or administrative action against a violator; however, if money is lost to a fraudulent scheme conducted through the mail, Inspectors do not have the authority to ensure you are refunded your loss and cannot require that products, services or advertisements, on the Internet or elsewhere, be altered.

Postal Inspectors base their investigations of mail fraud on the number, pattern and substance of complaints received from the public. The Postal Inspection Service is interested in your concerns and will carefully review the information you provide.

If you feel you've been victimized in a mail fraud scheme that in any way involves the U.S. Mail, submit a Mail Mail Fraud Complaint Form to the U.S. Postal Inspection Service.

I'm out about $40... it's good to get it back, if possible :p

I just hope the same thing doesn't happen with Dixiesys... they've been quite reliable so far... and although they run those 2-for-1 promotions, I think that's still normal compared to CW's Zap thingy...

I got that letter today and replied with the approriate info. Doubt ever see money but I did say, "I hope he gets what he deserves (whatever that may be)."
I'm out $102 paypal crap...never gonna use paypal in my life for anything over $10 to $20. American Express told me to fly a kite cuz it was more than 60 day. Luckily 2checkout.com refunded me $100 that I paid with my cc (credit card not circuit city). I'm totally happy with who I am with now. Pushed out 100GB bandwidth last month...all for only $26/month (have two broadband RC1 accounts and pay quarterly). simplywebhosting.com

BC 1 (only 30MB webspace but a whopping 50GB/month bandwidth)
Monthly $14.95
Quarterly $39.95
Semi-Annually $78.95
Annually $149.95

I was with dixiesys signed up before cyberwings and Gary was nice and all but he change my 5GB bandwidth/month to 3GB and change it back to 5GB but then shortly thereafter reverted it to 3GB it wasn't worth the hassle. I doubt they'll go under cuz even there 2 for 1 sales aren't that great anyway.

nope it's legit...those idiots are freaking conspiracy theorists. I contacted the attorney general so I wasn't surprised a Postal Service inspector contacted us. The attorney general forwarded my email/complaint to the postal service. Some people are so freakin immature it's pretty pathetic.

another link for people who believe XFiles is real

The United States Postal Inspection Service is always interested in chain letters, pyramid schemes, or other illegal scams that involve US Postal addresses. Also, you can forward such spams to fraud@uspis.gov

All I did was do a chargeback on my credit card and got all my money back, don't know why many others didn't.

Let this be a lesson that when another member in this forum raises a concern, people should just listen and hear his opinion out. Instead of what happened with Cyberwings where anyone that posed the question that this could be a fly by night business got literally bashed by all these mindless Cyberwings zealots. The part that upsets me the most was those idiots that said, I know the people behind Cyberwings on a greater than aquaintance level. These knuckle heads ranted and raved about how reliable the people behind cyberwings were. This sadly convinced a lot of people who were on the fence with this whole cyberwings scan and they dumped money into it. I believe many of these folks that had doubts would have stood strong and not dumped their money had it not beed for those idiots that claimed everything was gong to be just fine. Then to make matters worse, when Cyberwing's service was on and off repeatedly, those fools still proclaimed that the people behind cyberwings are great and they will restore service. They also encouraged people to dump even more money. Makes you wonder if they are affiliated with Cyberwings or if they are simply just braindead.

At any rate, I have seen this pattern before. When something seems to good to be true concerning a small and new business, then it probably is. This happens on Ebay all the time. A small business establishes itself selling high priced items ($50 to $1500). After they build up a reputation, they get repeated business with customers but OUTSIDE of ebay. The customers thinking they are getting amzaing prices and top line service dump mega money. Nothing is delivered. Customers start asking when does the product come, the business says that things are backordered. They buy some time to dupe more customers. Finally, they leave the state and they are gone for good.

Any of those Cyberwing zealots that dissed my fellow brothers here for questioning Cyberwings ought to apologize!
