I get better cooling with a closed case as long as I have good airflow. In the case of my 280X it gets 81C with the side panel on, 90C with the side panel off...
 
UpDate for Canadian Prices on the R9 290/X - Jan 28th, 2014:

For the R9 290 - MSRP $399.99: The best deal in CDA is a Ref ASUS R9 290 on NewEgg.CA for $529.99. Most list between $565 to $600 and the AIB cards sell upwards of $660

For the R9 290X - MSRP $549.99: The best deal in CDA is a Ref Vision Tek R9 290 on NewEgg.CA for $659.99. Most list between $660 to $720 and the AIB cards sell upwards of $770.

These prices are INSANE. I bought my Ref Gigabyte R9 290X from NewEgg.CA in November for the MSRP price of $549.99 and spent another $140 for and XSPC WB & Backplate.

I've noted that NewEgg.CA has upped the price of the GTX 780 reflecting the present price of the R9 290.

Considering the Ref R9 290 was $399.99 in both the USA and Canada, Americans should not be paying anymore then $460 for the R9 290 AIB solutions; on the other hand, Canadians just have to accept of being ripped off paying $15 more for a products from Retailers that sell both in the USA and Canada. Other then the market being smaller, there is no justification for Retailers obviously abusing NAFTA when marketing in Canada.
