Console games are made just for a certain graphics card, so the game itself will know how to comunicate with the card directly. That's why you can see older hardware like the PS2 which was made before DX9 pull of DX9 effects.
Perhaps I should have clarified myself, I was not speaking of the direct x API specifically. When I say that the consoles will play the game in DX9 mode, I am stating that they are going to use DX9 level shaders and whatnot, not the API itself. When I speak of DX8/9 and such, I speak of the shading techniques and such. Doom 3 is an OpenGL game, but one could call it a "DX9" game because of the graphical technology that it takes advantage of.
