It is actually. Remember, this is at idle, doing absolutely nothing.
Every Watt counts. For an ultraportable, total power usage at idle might be well under 20 Watts, with the screen on. In fact, I've seen measurements under 15 Watts. With the screen light off (but the machine still on at idle), power usage is much, much lower.
So, a Watt can mean as much as 10% or so of the idle power usage, in a laptop with a low power CPU and integrated graphics (like Intel HD 3000).
