as stated, it's just what you were born with. Your chin is a reflection of your jaw (mandible). Some people have this surgically altered (mentoplasty) but that is usually for vanity... Most people with even extreme cleft or congenital recessed/"weak" chin have perfectly normal jaw and dental function.
