I wouldn't say it's a better sandbox than GTA, although jumping around on buildings is fun. The dialog from pedestrians/enemies is extremely repetitive and annoying though. I'm so sick of hearing 'THIS CAN'T BE HAPPENING!'
I disagree with your assessment of the game being 'broken' because of your superhuman abilities. You're not immortal or anywhere near immortal. I remember progressing fairly normally though the game and still having issues with lieutenants, no matter what my abilities were. In Shai Gen for example, the lieutenants are typically somewhere you can't just simply jump to (remember the dude in the big glass sphere?). RealTime Worlds did a fantastic job with the game balance.
