Well, I spread the heatsink compound on... not the first time I've done it, with no problems in the past. However, maybe it didn't settle right. Perhaps the fan isn't strong enough? It's operating at 4500 rpm, so i don't know why there would be a problem. Any suggestions?

Try to feel the heaksink with your hands, my heaksink was barely warm even when my mobo temp utility tells me that my CPU was @ 71C.
