I just quietly finished what we were working on together and then I got the task done that he refused to do. After that came the conversation where we both expressed our views. He was out of line but I forgive him and he forgives me for anything I may have done in the past or present. So it's all good we can work in peace again.

Screw that. Get him fired or fire him. Report him or do whatever you have to do.
The term is insubordination and it is a terminable offense. Make that SOB learn that there are consequences to his actions and words. He can't keep using race as a crutch.
Sure, if he doesn't have enough influence or authority to get a co-worker to do a task (not sure if it was in the scope of the co-worker's job) then what makes you think that he will be taken seriously by his management?
