Control panel question

err, shrink the window? Make the window bigger it looks like the bottom pic, make the window small enough..looks like the top pic again..
 
NOOO the tool bar is gone where it said file and help and edit and tools and crap like that, thats gone i want to know how to get it back
 
I'm trying (fruitlessly) to make my windows like your's, and then I might be able to tell you how to reverse it...WTF.
 
Have you noticed that that "view x86 control panel icons" thing is not in your first pic?
