WTF kind of hick police department is this? This attempt to bait him into an arrest without cause just don't sound right. And they might arrest him anyway just for going outside or walking down the street and he looks at her direction. Then they might deny they were entrapping him, and they just happened to be there instead. You would have no control over the outcome and be at the center of it and then blamed for it by the offender. Why would anyone who valued the safety of their family put themselves at risk of retaliation like that?
I think you might want to contact the Texas Rangers who handle rogue cops or the Texas state attorney general and report this offer. You might end up stinging the cops and not the offender.
While I can't condone an offenders behavior, the cops should not stoop to his level just to entrap him without provocation. And if they thought he was that dangerous, he should not have been released on probation or parole in the first place.
How the hell is that entrapment? If the guy's not a creeper after all or he's getting help, he'll go back into his house or something. No one is forcing him to do anything.
