There are a multitude of reasons for XP failing to Shutdown or Reboot.

You need to give a description of you particular Hardware/OS setup
(i.e. Motherboard, CPU, Sound card, Drives, etc...)

Also, have you checked the EVENT LOG to see if it has any indication
as to what may be the culprit?

Sounds like you have a problem with one of your USB devices, whether it be the actual USB controller itself, or any peripheral USB device you might have attached to your computer.

My first guess would be to detach all USB devices from your computer, then restart and see if you have the same non boot after windows restart problem. If this works, then plug your USB devices back in one by one, testing each time that windows reboots properly.
If you end up having a problem USB device, check the manufacturers website for driver updates that may fix the problem.

Hope this helps. =) Let us know what happens.

i updated the usb drivers, but i still had the problem.

then i opened my case and removed the hardrive cables which run to the hd to mobo. and put it back in.

and i do not have the problem anymore.
