Last I heard, all you have to do is visit a website and it will do it for you.
It's not a true unlock, it's a software hack. Most phones have built into them the ability to remove the sudsidy lock (carrier lock) so that you can use them on a different network. The iphone does not have that capability, when the software is installed onto them it's permanently locked to the main carrier, mostly because some of the proprietary features on it are only available through that carrier (Visual VM is one).
People have obviously figured out how to modify the software on the phone to allow it to work on other carriers. That's great, except that it does void your warranty, and that when Apple comes out with new firmware with cool new features/software, it will generally brick your phone if you try to update it. So as long as you don't mind never being able to update your phone or have it serviced should something go wrong with it (and with something that complex chances are good), then go ahead and hack it.
Also, be VERY careful about buying on ebay. If you want the iphone, buy it from Apple, or from AT&T. Pay full price for it, there are no discounts, no matter what you may see advertised, it will always be 399 or 499, for the 8 and 16GB versions respectively. If you go on ebay and see it advertised for less, that is likely an iFONE....not iPHONE, and it is a clone made in China or somewhere similar, that will not work on any network other than for voice calling.
