no, that is not what I am thinking about. I think its something like a hit-and-run law, where someone knows another person is in harms way, and does not stop to render aid.
Yes. I don't know the specifics and they likely vary widely by state, but I know in at least some states you can be charged for failure to render assistance after an automobile accident.
