I'm confused because of trying to differentiate between what is considered to be on the bus and what is considered to be in the bus

if "on the bus" means contact, then I would assume 14 legs are on the bus due to the seven girls. there is no mention of a bus driver, so I'm not going to count a driver

anyways due to wording of the sentences

There are seven girls on a bus.
How many legs on the bus?

shouldn't the answer be 14?

ultimately, I think this is more an interpretation of words than a math problem. the problem never states that the backbacks, cats, and kittens are on the bus or not.

i'd love to see the work those that did not get 10990 or 10992 came up with...hell even you went so far at 10994 to say a cat drove the bus.

Many here have explained that it was reading comprehension failure (either only one cat per backpack / one backpack per girl).

I'll stick with 0 even though the topic summary says otherwise. Busses don't have legs. There may be legs IN the bus, but none are probably ON the bus.

Each backpack has 7 cats and 49 kittens (56 felines), and each have 4 legs. So there are 1568 legs (7 backpacks x 56 felines x 4 legs each). 7 girls each with 7 backpacks would have (1568 legs x 7) + 14 legs for the 7 girls, which is a total of 10990 legs.

Now if the question is how many legs are on the bus, the answer is 14 because all the felines are in backpacks ;) (or zero since buses don't have legs).

7 girls, 7 backpacks a piece is 49 backpacks. 7 cats in each backpack is 343 cats. 343 cats have 7 kittens a piece, so total cats is 343*8 = 2744. 2744 felines have 10976 legs combined, plus 14 legs for 7 girls = 10990.
