It's all about being prepared.
Up north they have salt/sand trucks and snow plows. They have snow tires which help them get a good grip. They KNOW how to drive in those conditions.
Down south, there is no preparation and people can't handle the driving conditions. Houston traffic + snow = a lot of people dying

Here are a few pics from my drive to Austin. There must have been a flipped over truck every few miles for most of the 400 mile trip.

I certainly hope that you accidentally posted the wrong pic, because there's almost no ice on that road! We have more ice here in Seattle, and we don't get ice! Plus, we have hills too...
