I am correct that even without IS - taking photos in bright sunlight will stay above 1/60 sec necessary to minimize handshake - correct?

Depends what your focal length is. If you're shooting at say 50mm (35 mm equivalent), then you'd like to keep your shutter speed to atleast 1/50 of a second. For 60mm, 1/60 sec, 100mm, 1/100 sec. Even moreso with a P&S, since they are so small, I find them harder to stabilize in my hands.

More than likely though, even with a cir polarizer in bright sunlight, you'll be sittin' pretty at 1/200 or higher most of the time.

I've managed 1/15 sec with a 24mm if I'm really careful.
This shot is handheld 1/100 at an effective focal length of 300mm. Also with a circ polarizer, you can't even notice he's behind glass.

Damn. Were you resting on something or freestanding? Either way that's impressive.

The EXIF says 150mm

Freestanding. It was too crowded to do otherwise. Just gotta relax, take a deep breath, and shoot. If it turns out, it turns out. If not, well, use a monopod! 😛

Crop factor still effects the 1/focal length rule.

Depending on the FOV crop, a 150mm lens can easily be 300mm effective on a DSLR.
