The issue isn't one of whether they are physically ready for sex it is if they are mentally capable of understanding the long term effects. The problem is how to determine at what age a person is capable of making those decisions because it varies so much from person to person. I know some people age 30 that are not mentally capable of understanding the long term effects and then I know some that are 12 that are.
 
Huh... I thought I knew what Chris Hansen looked like but I must have been thinking of somebody else all this time.
