Depends. Whatever caused it messed with her brain. Did the vaccine cause something to go haywire and affect that part of her brain? Possibly but it's not known yet. If it started happening right after the shot, then it's likely.

Well how many millions of people get the shot, and how many end up like that? I'm going to say that even if the flu did cause her condition in this specific case, that the outcome is so rare it is negligible for purposes of calculating future odds. Her PI lawyer may see it differently perhaps. Either way, chances of dying from the flu, whether you get the vaccine or not, are astronomically greater than ending up like her after getting the flu shot.

Tens of thousands of lives saved: "Worst case scenario is I'm in bed for a few days!"
One girl suffers from a bad neurological condition and she happened to have gotten a flu shot at some point: "That's it, I'm not getting one!"

Likely is not proof. Until there's conclusive proof, any claims that the flu shot caused her condition are merely conjecture.
