Even in college I condone cheating. It's impossible to cheat on everything, so one that cheats on most things yet fails his final or whatever, will burn himself in the long run. If he knows enough to pass, and enough to cheat well, then more power to him.
Honestly, it won't have any lasting impact on you. Get over it. Don't turn him in. I can guarentee you one day you'll succomb to some sort of temptation and be caught, and you won't want that person turning you in. Karma will come back around. Do YOUR best and don't bother with others.

It' NOT THAT BIG OF A DEAL! I swear one grade, hell 20 grades, in the scheme of your life will NOT make a difference. Make things a little easier on yourself now, 'cause they get tough once you hit the working world.
Ratters are douchebags. Everyone does things they shouldn't; people wouldn't want to be ratted out in their own situations and should treat others accordingly.
