Cell phones and crosswalks

In NYC, the only ones not in a hurry to get somewhere are the tourists.

What about the people who are already at "somewhere" ?

Maybe cities could just start hiring people to stand at intersections and say "Hey, stupid, it's time to walk."

Curious how the ban on texting while crossing the street in HI will turn out since they have so many tourists (many of which will probably be unaware of this law) will work out...will violators who are ticketed have to appear in court? that would suck as a tourist...

How do you distinguish someone satnding near the crosswalk from someone that actually had intentions in order to cite those abusers from the non-abusers?

Personally, I say let Darwin have at it and thin out the heard.
