As soon as I found such a device, I would immediately go talk to a lawyer (after taking pictures etc), and hand the lawyer the device. There's no way I'd say a word to any LEO (fed, local, doesn't matter) without my lawyer saying it's OK. Nothing good can come of it. The general public tends to naively believe that if you haven't done anything wrong you should just go ahead and talk to them and answer their questions. Sometimes that's true, but sometimes that's not, better safe than sorry.
