Holy crap! Three weeks. Guess you can't blame him. Is the dealer holding your trade too?

I'd walk away from the deal IMHO, seems like too much hassle to me.
 
The dealer is required to give you the car immediately as far as I know.

Can't hold the car, can't make you guarantee the voucher money, etc.

Read the FAQS at the CARS site and report that dealer.

National automobile association urging the government to cancel the cash for clunkers right now. Talk about mis-fvcking-managed.

 
Looks like the CARS program is ending Monday. How long will it take the government to pay the dealers once no new applications are being processed?

Guess they're out of money. This is the only statement I've seen so far:

"WASHINGTON (AP) - The Obama administration plans to end the popular $3 billion Cash for Clunkers program on Monday at 8 p.m EDT, The Associated Press has learned. Two congressional officials familiar with the plan say the Transportation Department will wind down the program that offers car buyers rebates of $3,500 or $4,500 for trading in older vehicles for new, more fuel-efficient models.
