Yes, for anything thats towed for the RCMP(police in canada), we use ICBC's rate set as its the law in BC, ICBC is the insirance corparation of BC, only place you can get insurance through in this province, well you can get comprehensive insurance through other companies now but rest has to be ICBC.
They have set rates that dictate what and when/why you can apply certain charges for a tow, such as a really low vehince, or recovery out of ditch to load vehicle. They also set the rates for distance, a base price plus X amount per kilometer. For a accident all these charges are usualy applied to the owners insurace(ICBC). If they decide not to go through insurance for whatever reason they are responsable to the charges before they pick up there car. If its not a accident its probably a 24 hour impoundment and license suspension for drunk driving. I dont feel bad for them when they whine about the price because if you drink and drive you are a idiot.
